Understanding ISPM 15
International regulations require specific treatment of wood packaging to prevent the spread of invasive pests. Here is what you need to know.
What is ISPM 15?
ISPM 15 (International Standards for Phytosanitary Measures No. 15) is an international convention that regulates wood packaging material in international trade. It was developed by the International Plant Protection Convention (IPPC) to prevent the spread of pests and diseases through wood packaging.
Why Does It Exist?
Untreated wood can harbor insects, larvae, and pathogens that may devastate forests and agriculture in destination countries. The Asian Longhorned Beetle and Pine Wood Nematode are examples of pests that have caused significant damage after being transported in untreated wood packaging.
Who Requires It?
Most countries worldwide require ISPM 15 compliant wood packaging for imports. This includes all EU member states, Canada, Australia, China, Japan, and many others. Non-compliance can result in cargo rejection, quarantine, costly treatments, or destruction of goods.
What Treatments Are Approved?
ISPM 15 approves two main treatment methods: Heat Treatment (HT) and Methyl Bromide fumigation (MB). However, methyl bromide is being phased out due to environmental concerns. Heat treatment is the most common and environmentally friendly option.

The Heat Treatment Process
Our rigorous process ensures every pallet meets ISPM 15 requirements.
Pallet Selection
Pallets are inspected for structural integrity and suitability for heat treatment. Damaged pallets may be repaired first.
Chamber Loading
Pallets are arranged in the heat treatment chamber with proper spacing to ensure heat circulation.
Core Temperature Monitoring
Temperature probes are placed in the thickest wood sections to monitor core temperature throughout the process.
Heat Treatment
Chamber temperature is raised until wood core reaches 56°C (133°F) and maintained for minimum 30 minutes.
Cooling & Removal
After treatment completion, pallets cool naturally before removal from the chamber.
IPPC Marking
Compliant pallets receive the official IPPC/ISPM 15 mark indicating treatment type, country, and facility code.
Understanding the IPPC Mark
The official ISPM 15 stamp on your pallets tells customs authorities that the wood has been properly treated. Here is what each element means.
US = Country Code | XX = Region | 000 = Facility | HT = Heat Treated | DB = Debarked
Countries Requiring ISPM 15
Most countries worldwide require ISPM 15 compliant wood packaging. Here are some key regions.
North America
European Union
Asia Pacific
South America
Middle East/Africa
This is not a complete list. When in doubt, assume ISPM 15 compliance is required for international shipments. Contact destination authorities for specific requirements.
Risks of Non-Compliance
Shipping on non-compliant pallets can result in serious consequences.
Cargo Rejection
Shipments may be refused entry at the destination port, requiring return or disposal.
Quarantine & Delays
Goods may be held in quarantine pending inspection, causing costly supply chain delays.
Treatment at Destination
You may be required to have pallets treated at destination at significantly higher cost.
Cargo Destruction
In severe cases, cargo may be destroyed to prevent pest introduction.
Financial Penalties
Fines and penalties may be assessed for non-compliant shipments.
Reputation Damage
Repeated violations can damage your reputation and trading relationships.

Frequently Asked Questions
Common questions about heat treatment and ISPM 15 compliance.
How long does heat treatment take?
The actual treatment process takes several hours, depending on pallet quantity and thickness. Typically, we can process and return pallets within 24-48 hours. For urgent needs, same-day service may be available—contact us to discuss.
Can you heat treat used pallets?
Yes! We heat treat both new and used pallets. Used pallets must be in good structural condition. Our Grade A and B used pallets are excellent candidates for heat treatment. We will inspect pallets before treatment and let you know if any are unsuitable.
Does heat treatment weaken the pallets?
No, heat treatment at the required temperatures (56°C/133°F) does not significantly affect wood strength. The treatment is designed to kill pests without damaging the wood. Properly heat-treated pallets maintain their full load capacity.
How long does the ISPM 15 certification last?
Heat treatment certification does not expire as long as the IPPC mark remains visible and the pallet has not been repaired or modified with non-treated wood. If a pallet is repaired, it must be retreated to maintain compliance.
What if my pallet gets repaired after heat treatment?
If any wood components are replaced during repair, the pallet must be heat treated again to maintain ISPM 15 compliance. All wood in the pallet must be treated. We can help manage this for ongoing pallet programs.
Can I bring my own pallets for heat treatment?
Yes, we offer heat treatment services for customer-owned pallets. Bring your pallets to our facility, and we will treat them and return them with proper IPPC markings. Volume discounts available.
What documentation do you provide?
We provide heat treatment certificates documenting the treatment date, temperatures achieved, and quantity processed. This documentation supports your export paperwork and can be shared with customs authorities if needed.
Is heat treatment required for shipments to Canada?
Yes, Canada requires ISPM 15 compliant wood packaging for most imports. Even though Canada is close to the US, the same international standards apply. Do not assume land shipments are exempt.
What about plastic or metal pallets?
Non-wood pallets are not subject to ISPM 15 requirements since they cannot harbor wood-boring pests. If you ship internationally frequently, consider plastic or metal pallets as an alternative to ongoing heat treatment costs.
Do you offer heat treatment for other wood packaging?
Yes! We can heat treat crates, dunnage, blocking, bracing, and other solid wood packaging materials used in international shipping. Contact us to discuss your specific needs.
More Than Just Pallets
We can heat treat all types of solid wood packaging materials used in international shipping.
Important Reminder
ALL solid wood packaging in your international shipment must be ISPM 15 compliant—not just the pallets.
This includes any blocking, bracing, or dunnage used to secure your cargo inside containers.
If any wood component is non-compliant, your entire shipment may be rejected at customs.
We can help ensure all your wood packaging meets requirements.
